Rhode Island becomes fourth state to offer free community college

On Thursday, August 3, 2017, Rhode Island passed The Promise Scholarship making community college free to all Rhode Island residents, regardless of their income.

For the first year of The Promise Scholarship, $2.8 million has been allocated. The program is set to run for four years of testing to evaluate its effectiveness. Rhode Island will become the fourth state to provide free community college for its citizens, following in the footsteps of New York, Oregon, and Tennessee.

Prospective students hoping to receive the scholarship must have been high school students the previous spring prior to applying. If approved of the scholarship, students need to maintain a 2.5 GPA in college or it will be revoked.

The Community College of Rhode is expecting an influx of students during the existence of The Promise Scholarship. In the first year, the college is hoping for about 200 additional students. A total of 1,200 to 1,300 are expected to receive the scholarship in the upcoming fall semester.

The majority the community college’s 15,000 will not receive the scholarship because they are either part time students or not recent high school graduates. The Promise Scholarship is designed to kick in after all of the other student’s scholarships and grants run out.
